Gate one: the person decides who can message them
Every TikTok user picks who can DM them. The options are everyone, followers (or friends), or no one. If they picked no one, you can't open a thread at all. If they picked followers, you can't either, unless they follow you back.
So before you worry about copy, check the door. On a lot of personal accounts it's closed. On business and creator accounts that want deals, it's usually open, because DMs are how brand work and collabs arrive.
Gate two: age
TikTok disabled direct messages for accounts under 16. Accounts aged 16 to 17 start with DMs set to no one. That's a safety rule and it's not going anywhere.
For B2B this mostly helps you. If your list is full of accounts that can't receive DMs, it's also full of people who can't buy from you. Target business owners, creators and brand accounts, not whoever commented on a viral dance.

Gate three: the 48-hour window for tools
This one confuses everyone who buys a comment-to-DM tool. Those tools use TikTok's official messaging API, and the API has strict rules. Chatfuel's documentation spells them out: you can send up to 10 messages inside a 48-hour window, the window resets each time the person replies, and you can't DM someone through the API who has never messaged you first.
Read that last part again. A public comment does not open the window. So "comment GUIDE and I'll DM it to you" only works when the person also sends you a message. It's an inbound tool, not an outbound one.

Chatfuel also notes that US accounts can't connect to it at all. If you're a US business planning outbound around an API chatbot, check that before you pay for anything.
Gate four: the spam filter that watches new accounts
Even with an open inbox and an adult on the other end, a message from a brand-new account can simply not land. It shows as sent on your side and never shows up on theirs. People call it being shadow restricted. Whatever you call it, it happens most to accounts that are new, empty and doing nothing but messaging strangers.
TikTok's spam detection looks at behaviour, not just words. An account that never watches a video, never likes anything, and sends thirty identical DMs on day two looks exactly like what it is. The fix is boring:
- Use the account like a person first. Watch videos in your niche for a few days. Like, comment, follow a handful of relevant creators.
- Fill the profile. Real photo, a bio that says what you do, a couple of videos if you can.
- Ramp slowly. A few DMs a day in week one, more once replies are coming back.
- Never send the same text twice. Identical messages are the easiest spam signal there is.
- Engage before you message. A like and a real comment on their video makes your name familiar and your account look normal.
What a DM that clears all four gates looks like
Once you're through, the message itself still has to earn the reply. Keep it short, mention something real from their account, and ask one easy question. No links on the first message. Links from strangers are exactly what spam filters and people both distrust.
Hey Maya, the video where you packed 40 orders live was great. Are you still doing all the customer DMs yourself, or has someone taken that over?

The first one reads like a person who watched the video. The second one reads like the other forty they got this week.
What it does on TikTok, step by step.
Bazooka runs TikTok outreach from accounts we provide, each with its own IP and its own browser, warmed up with feed sessions and a slow ramp before the first DM, because TikTok holds back messages from cold accounts.
Every lead gets a profile view with a like and a short comment on 1 to 3 videos first. The DM goes out on a later day, written from research on the business behind the account. If TikTok holds a DM back, Bazooka notices and tries again. Limits stay at 15 to 25 profile views and 12 to 18 DMs a day per account. The inbox is swept on a schedule, replies are matched to their lead, and the AI answers and books the call.
Questions people ask
Why does my TikTok DM say sent but they never saw it?
Usually the account is new or behaving like a bot, so the message is held back. Warm the account with real activity, engage with their videos first, and never send identical texts.
Can I DM someone on TikTok who doesn't follow me?
Only if their DM setting allows messages from everyone. If it's set to followers or no one, you can't start the conversation.
Do comment-to-DM tools work for cold outreach?
No. The official API can only message people who messaged you first, inside a 48-hour window. They're great for inbound, useless for reaching new people.
